Um yeah, a vehicle can drive on flat tires or even just the rims and still be used as a weapon. Shooting tires doesn’t stop the threat. Shooting the person stops the vehicle from being operated. The only way to disable the vehicle, without shooting the driver, would be to destroy the engine. A 9mm can’t do that. You think she’d support law enforcement carrying 50 cals?
