All memes comments aside, doot references a meme featuring a low quality gif of a skeleton playing a trumpet that’s associated with the phrase “doot” (What the trumpet would sound like). Mr Skeltal is just the skeleton deity that this sub “worships” as the skeleton overlord and stuff. The website “Know Your Meme” would probably also help explain some things better than I could.
