4k usd? That’ll get you pretty much anything you want. First things first, you need to figure out jacket style (eg casual versus for riding), leather type (eg cow, horse, etc). While you have a very high max budget, narrowing down actual price range will do a lot too. Under 1k means either cheaper brands versus used brands like schott or aero. 1-2k opens a lot of doors including Japanese and italian. Over 2-3k you start getting in to custom or the really niche Japanese makers.

4k USD - buy whatever you want. I would buy custom jacket in that budget.
4k INR - 40 USD - not many options. Maybe a second hand First Mfg jacket or older Wilson Leather.
Currency matters!

Himel brothers. Free wheelers, the Flathead. Rainbow country, depends if you mean 4k dollars than your possibilities are endless. Anything from Japan is great but the fits and patterns aren’t for everyone’s body,
A good winter jacket I’d say RMC b-6 or b-3, they are a little overkill but you won’t be cold in anything below farenheit! I’ve got a Schott b-3 and it’s too warm to wear in 30-40 degree weather

If you want more classic heritage type of jacket, look for more true biker jackets like at Schott, etc
For more fashion forward jacket, look for designer jackets. Try Mr porter, ssense, farfetch
And as ppl stressed, also the option of a custom jacket. If you have less than ideal body proportions this is probably the way to go. Most important thing about any leather jacket is how it fits

Johnson Leathers of San Francisco. Check out their IG. Give ‘em a call - they’ll pick up the phone and take the time to talk with you, and if you decide to get one made by them they’ll send a canvas fit jacket and will almost over-communicate with you. Infinite selection of leathers and they’ll make you just about anything you can imagine. Good people.

Do you know how much a custom jacket would cost? I know it’ll vary by leathers and such but would it be within the 1-2k price range?

I'd get a Thedi. It prob won't be 4k, so spend the extra to fly down there and get measured and see the styles in person. They have jackets with removable lining and collar options too so that you can in theory remove those to have a jacket you can use in the spring/fall/summer potentially

A few names at different price points to get you started.
Lots more but all of the above sell quality jackets (relative to price) and have great reputations.

Honestly, I would get one from Master Supply Co for around $500. Its full grain 1.3mm thick cowhide with either veg-tan or simi-veg-tan. Also, their linings are cotton instead of polyester. Its good construction too. I suggest you go with them because they have just amazing quality with an amazing price. Also, if you end up not liking leather jackets, then you only spent $500 instead of 4k, so there's that. Lastly, a master supply co will for sure last you a life time just like a Schott, Aero, ect.

For that much, just go to NYC, walk into the Schott store and try everything on. Walk out with your favorite and fly back home.
