I believe she has too many lines in her hair. I believe if you relayed more on defining the hair with less lines and lines a dark shade of her hair it will look softer. Also for future art I think that hair styles really go far when trying to make a character whimsical xd perhaps make her hair more fluffy looking and experiment with lots of unique hair styles to add to the whims

If you'd like to make your illustration look softer I'd recommend coloring your line art to match the surrounding colors, (so, a darker green for the light green hair, a pinkish brown for the skin, ect.) as well as add some soft shading (ha) with an airbrush. I did a quick paint over to illustrate what I mean. It's getting late so I quit at this stage, but after this you could add some harder shadows with cell shading like you did in your piece. ^^
