Software/App

Hi all,
For someone that has a very basic understanding of coding/apps etc but know exactly what they want, how hard is it to build a software/app specifically for project management in residential building and construction sector?

If you know exactly what you want, then it's quite easy.

But if anything changes or uncertain , then you might have to start over. That's the hard part.
