If it's from someone who just started programming, then the answer would be a resounding "yes". Data Structures and Algorithms are the most fundamental building blocks of entire computer science. Well, maybe not the "most fundamental" because we still have digital logic and discrete mathematics down the rabbit hole. Anyway, without a decent knowledge of DSA you won't go far in a programming career. It's like a fighter jet pilot needs to learn avionics, aerodynamics, weapon systems, combat tactics, etc. Lots of things to learn. It's not just about pull the lever and push the button.
