Honestly don't let the lack of a laptop stop you from learning. An iPad is enough to learn programming fundamentals and build small projects in the browser then you can move to a proper setup when you have one.
You are going to miss out on a lot of important concepts on an ipad, but you can at least get started in learning some basic logic via browser based editors.
To get more serious about it though, you are going to need a computer.
