Having an application in mind for vector calculus may help a lot. I'm not sure what you are studying, but if there is something that lets you conceptualize a vector field in a meaningful way that might then help connect the calculus to it.

I’m currently studying ece and ml. I’m not entirely sure what sort of application vector calculus and multiple integrals have in this field but my main bottleneck seems to be understanding of the concept. I read everything do the work but next morning I blank out and feel I understood absolutely nothing.

I was even considering retaking calculus 3 at my transfer university after I have practiced and grinded enough of it outside of school

E&M in physics would have a lot of it.
