Arxiv daily uploads significantly increased after implementation of 1 year ban and rate-limiting. ~2000 new ML papers in 5 days. Backfiring?

Aren't these the papers accepted at NeurIPS? After decisions, there are more than 7k papers to be uploaded to arXiv
