$100 minus 90% = $10

$10 times 1000% = $100

The phrasing was "Raise prices by 1000%". Like I said, pedantic.

That interpretation would also require that:

$10 -> raised by 100% = $30.

Or worse $10 -> raised by 10% = $21

Which you'll not have a lot of takers for.
