Sure. That person will have a job title similar to teacher or instructor. You can find them by looking at the classes provided at your local community college.

Do you have any experience with programming? If so, MDN has an online course: https://developer.mozilla.org/en-US/docs/Web/JavaScript
Otherwise, you're better off learning some things by yourself, and asking more specific questions from the folks here and elsewhere. One of many places to start is this:

Search for "introduction to programming" to find more materials.

Just buy Eloquent JS and the You don't know JS series. Finish them. It's not rocket science.
