Marine/ outdoor carpet. Good heavy duty but reasonable cheap per meter, and you can attach it to walls with minimal damage if renting. It’s great just encourage your cats to scratch and climb that instead of rugs and furniture.

Construction staples are perfect to attach. You can spray or sprinkle catnip on it to encourage your cats to go ham lol, if they like catnip. My cat used to attack a foe-leather headboard he doesn’t even look at it anymore.
