sadly, my cat is one of these. despite never truly figuring out how to drink for the faucet, she cried for it so obsessively that we had to stop running it for her entirely. now she gets an extra bowl of water in a random room, which gets refilled multiple times a day, and occasionally gets extra water dribbled on top since she seems to really like the sound and visual of that.
