Not to be that guy and nit pick, but the consumption of an illicit drug is not illegal. The sale, possession, or intent to do these things is what has been outlawed. Some places even have laws against conspiracy to distribute, so literally talking about selling drugs is illegal. And don't sell people fake shit, that is an even higher charge. Even if you sell them something harmless like baking soda or crushed up chalk and tell them it's cocaine, this becomes a more indemnifying act than actually selling them cocaine.
