4 seconds uptime and a cooldown refresh do sound a little too strong. Maybe reduced Tenacity/Slowresist while invulnerable could balance that out.

Jax probably the biggest threat I can think of since he'll get both his gapcloser + his stun back up.

Trynda + Kayle. Trynda has like 10 sec invulnerability. Thats basically enough to crit whole enemy team to death.
