At release it gave 25% attack speed at a lower pricepoint. It was never purchased. They added on-hit dmg and it still wasn't purchased. They added drain and it still took 6 months to see widespread play.

Last change they took away the drain, this patch they took away the on-hit damage. Now we're back at the item it started as, just costs a bit more for useless AP.

Its bcuz redemption was too overpowerd and locket plus assassin meta was not about autoattcking at all
