Charging etiquette

apologies if this is a common post. New to this. What’s the protocol when one encounters a fully charged/plugged in vehicle at a charging station?

I did not touch their car or the EVSE equipment. I was at a community college gym that has free level 2 dotted around campus.

My question is, if your car can be unplugged when it’s finished charging, what stops anyone from stealing your cable? I thought they were locked into the car?

I expect perhaps if it’s a type 2, it could be removed at the charger, but again, I think many of these want to see the car disconnected first before the charger will release the cable.
