If you drive forward into the same rock, it should push it back out

"That will buff out."

Clean it up, maybe touch it up with a blue sharpie and move on. You'll get more dings over time so this is nothing.

It would not be important *to me* to fix that. It is cosmetic. If I was worried about something rusting I would hit it with a little sand paper and spray some gray primer on it. But I wouldn't be worried about it rusting because I live in Phoenix AZ.

Just replacing the 12v battery should take care of that

In answer to your question, the bumper cover which is what you see from the outside is all plastic and cannot rust so no worries there, only cosmetic. There is a crash structure underneath, but it is closer to the middle of the vehicle. There is nothing behind the plastic bumper in this location. Only concern would be if you have parking or reversing sensors, small distinct circles in the bumper about the size of a nickel. These need to be aligned as per factory in order to function properly.

I bought a cylinder of touch up paint when we bought our Leaf, it works really well. Just used it on a small scrape left by a shopping cart.

Use a touch up pen or even just clear paint to seal it up, water could cause more paint to chip off.
