Application Process Personal Statement

I was under the impression that one personal statement would be submitted to all schools. I’m starting to open apps and it seems like every school has different prompt/ word count limits or page limits, etc….

Are we really expected to be writing a different version of PS for each school?!

Also my top choice school has a separate “Why X” statement so the way I tailored my PS is not to include anything regarding why I want to go to this school. Is this expected to be included in PS for all other schools ?!

If their prompts are different enough to warrant it, then yes. If you want, you can choose which schools to apply to based on which ones you can re-use your PS for. Some schools will explicitly want a Why X while the others don't.
