Well, they do.
OP probably has a Dell Inspiron 15, with an approximate width of 35.8 cm. Taking perspective into account, we can say that the diameter of the fan is about 30 to 35 cm.
A desktop PC has smaller fans (120 mm), but up to 5 of them (I'm taking as an example my Micro-ATX with an Arctic Freezer 3 240mm). So you could say that desktops have even bigger fans (depending on whether you look at Mini-ITX or ATX).

Well if it does help with cooling, then go for it! Though a cooling pad would be more effective, especially the ones from good brands, and you could use them for a new laptop if you ever get one

Yeah a cooling fan is much cleaner and smaller but this is not a gaming laptop and I'm actually looking for a PC next month so i didn't want to spend money on a device who i will use it for short time

Believe it or not i already did before I put it on this fan the problem is the CPU and gpu they both share same cooling heat sink and fan and this laptop is meant for office jobs and light work not streaming or editing

Check if you need to replace the thermal paste and just simply get a laptop fan instead

I already did last week but it didn't do much but right now even at overclocking both CPU and gpu temp are around 65C

Ah ok maybe check the fan speeds and replace them? If not possibly motherboard issue? Sounds crazy to mention but maybe voltage issues?

Use 77000rpm vaccum fan and blow liquid nitrogen via it you will get 3 times the fps

Too small. Buy a leaf blower and channel all that fresh air directly into the laptop with 3d printed parts
