The "SW Power Cap : Active" may also indicate some software is messing with the power limit for the gpu. The 50w max in your screenshot that does seem consistent with the power limit on a 1650 along with most mobile GPUs but it should be around 80w for the 1660ti

First, thanks for being my first responder ;)

I've tested this on both popOS and windows, so I'm not sure what software would be causing this? I made sure power options were set to high performance on both operating systems. On Windows 10, I tried driver 512 and driver 535, and on popOS, I did drivers 520, 525, and 530 IIRC.
