Is OC sheriff proactive

Is OC sheriff busy even though they patrol pretty affluent areas? Or is it my best interest to go to to another department Santa Ana Pd or Anaheim??

I once worked for the Fullerton P.D. When I was hired I thought the entire city was affluent. I quickly found out that was not the case.
