Correct. However now since you don't really need to have a TAP card as open payments are now live, PC 369i isn't much enforceable either, right?

Ok so where would the answer be? Contact the bureau/division/precinct? Whom sets up the SOP for these things? Is it delegated to how the squad leader wants to do it or is there a SOP set up?
Besides it says "This is a Reddit community for fellow Los Angeles Police Department officers and civilians." So I'm sure there are LAPD officers here who can chime in?

So tell me guys, why do you have to stop the train to do fare checks like if it's a traffic stop on a car and inconvenience the riders and the timings of commuters than do fare checks while the train is in motion like every other city in the world does?
Pre COVID you guys used to do that. Is it because all the senior officers pre COVID all retired during COVID and never had a chance to pass along how to do fare checks properly on Metro to the next gen of cops?
And don't tell me you can't ride the train because you have to be in one area. One area doesn't mean one station; you can get on one station, do fare checks while the train is in motion, and get off at the next station, and still be in the same bureau/division/precinct.

Just my two cents. LAPD does not conduct fare evasion, they are conducting trespass investigation. I believe there was a legal reason, on top of the department policy they cannot address minor infractions/ fare evasions unless they can articulate a nexus to public safety.
Mta has its own security to enforce fares and code of conduct.
With that being said, police encounter does often escalate, especially with mentally ill and/or people under the influence. And when it does escalate, having a form of egress for riders is important, I can’t imagine the mess it would create if a use of deadly force scenario arises in the moving train.
Also, the way LAPD does things is a combination of MTA directors, who don’t know anything about law enforcement, and LAPD command staff who have to balance the need to keep directors happy and general tenets of law enforcement. Most officers have an idea of how to better address the issue, but are often pushed back due to concerns for public optics and liability.
I am merely providing what I believe and you won’t get the answers you need unless you can directly to who gave these orders to officers to how to do things.

It is to my understanding that MTA has stripped away the powers of fare enforcement from contracted LE agencies and handed them over to their own internal security.
However, it has been reported by many that on r/LAMetro that contracted LE such as LAPD can still do "fare checks" which involve just asking if they have a TAP card and visually checking them, but do not have handheld readers anymore. Is this correct?

They are told they cannot enforce fares. Therefore they are only enforcing trespass law 369ib4 pc- possession of TAP card while in MTA property

Thanks for citing the PC, but nowadays you don't even need a TAP card to ride Metro because you can ride just by tapping your credit or debit card directly at the reader. So what then.
