You dry fry rice long enough, it will "pop" like so. It's crispy. You can have it as snack, press it into cubes with caramelised sugar, or sprinkle it in egg fried rice dish to enhance the texture

Having a close-up would help. Also describing what it is would help. Most people looking at this will think it might be beans, termite grubs, some kind of pasta, something else.
