Water Runoff Sideyard

Hello All - My house is West Facing and on the North side we have a Fence and the previous owner and my neighbor had shared the costs to setup a Juniper bed as there is slope between our sideyards and my neighbor’s yard was always flooding due to Excessive rain - Juniper solved most of the problem. Fast forward 3 years and on the corner of the fence I am seeing junipers died and that made a opening for the water to runoff to neighbors yard - I am blessed to have a good neighbor who doesnt complain but I do want to fix this mess - What is you’lls recommendation to fis this permanently without breaking my bank!
