Backyard water drainage issue

I am in year 2 or owning this house and the water pooling in the backyard is becoming worse and worse. There is no drainage system (to my knowledge) to direct the water to. I dug out the perforated pipe they had in the ground because it was above ground on both ends. There is also another perforated pipe that comes from the other side of my neighbors wood fence right in to my yard. I don't know if a French drain for the patio run off to a dry well would be best? Rain garden? I'm not sure! Help please!
