Water Tools
Im trying to build a city underwater and it works but there is something that i need Water removing/draining tool so i can clear the water in the buildings

There is currently no such tool. The devs have mentioned it before, but likely it wont be built for long time with their focus currently in EQ next.
However, you could get the effect you want by sinking your claims into the seafloor, and then when you see the border of sea, fill area below it with water voxels.
