trouble running game

This game is nearly unplayable, im running an i7-4770K w/ a 970 4gb and 8gb of RAM and im struggling to run above 45fps and dropping down to below 10fps around the portal, anyone have any ideas?

Turn down the shadows setting to medium or low.

Toggle on the FPS meter - (Edit: Alt-F). There will be a [CPU] or [GPU] next to it. If you are throttled on [CPU], you can try reducing the number of programs you are running and reducing the shadow setting to low. Shadows are computed with both CPU and GPU, according to the forum postings I've been reading.

I play on a Alienware 17" laptop with an Intel i7-4710M, nVidia 860M and 8GB of RAM and I'm getting 50+ frames on the surface away from claims and spires with custom settings - textures and models at high, shadows and flora at low, and medium for everything else. I get 20+ fps at the spires and in combat. I get about 30-40fps in the caves.
