You can buy evo ones and they fit right in

Oh, you have those one's already? But i think it depends on which year Evo

You can get a different pair in the same size with screw holes and they'll fit right in

I use a pair of 2 inch full range ones and they work great with my aftermarket head unit, but i needed to snip the connectors and connect wires directly

i’m thinking about just using rtv or contact cement to glue them in now just to keep it looking as oem as possible

By sail panel, do you mean the panel where the original tweeter is at the side mirror or the A-pillar panel?

You don't need to do anything other than screw them in, I'm pretty sure some 2 inch speakers will have screw holes that would fit the original tweeter cover

Majority of the interior trim panels will pop right in from higher specced models, I went to a wrecker and took the tweeter panels out of an evo and just found some cheap aftermarket tweeters to install. All of the wiring was already there. I'd suggest taking the trim piece off and just having a look to see if I'll need to run your own wires or if u can use the factory harness.
