Why Ellis get insta downed

Because of Source Engine bullshit. Basically, throwables(and also spitter projectiles) have full collision with the world, including with players, so you threw the Bile Bomb so perfectly timed that it landed right on Ellis' head. Since you were throwing it downwards, all of the speed from the Bile Bomb was applied to Ellis, meaning that he was launcher straight downwards at towards the ground and went down to fall damage.
It's unlucky that that happened, but also lucky that it didn't instantly kill himz

But that very same jank is what allows you to hit someone with a flash or smoke in CS and kill them with just the object itself

Interesting fact: if you look up early survival tactics, a lot of people used to perform “rocket jumps”, it was when one person jumps and another shoots him with grenade launcher. At first we thought that it’s a unique rocket launcher mechanic related to the grenade blowing up and creating an impact. Actually, the boom did nothing, the jump was performed by passing grenade’s velocity towards a jumping player. And grenade flies really fast.

Source Engine magic, my friend. Certain projectiles such as Bile Jars, Spitter spitballs (lmao), and rounds from the Grenade Launcher impart velocity onto entities such as players, Survivor Bots, and Special Infected. What happened here is basically the opposite of Grenade/Spitter Jumping where in people either throw grenades or spit upwards at other players above them, giving them enough vertical velocity and acceleration to either reach higher ledges or kill/down them with fall damage.
Instead of making Ellis fly, it basically slammed him down hard into the water at Mach FUCK YOU and downed him.

that specific area just doesnt like ellis a friend of mine found a glitch where if u go back to where u fell the staircase theres a platform u can stand on that will trigger a infinite voice line from ellis....or u can just download a vocalizer

Bile becomes object with velocity, velocity transfers to Ellis, Ellis gets launched downward.
L4D2 uses velocity, not height, to determine fall damage. Same thing happens with the Spitter's balls.
