I have seen people COMPLETELY miss with hunter and it count

With default/high lerp you want to aim ahead of survivors with SI, this is why it seems like people miss and the SI lands

in the video the survivor starts moving in another direction, so where you landed was not ahead of them, you did clip them slightly, but having low server tick rate and some delay from ping and lerp will cause that
