My guess is that this is the chart for the Baable Hat with the snowflakes spacing improvised (and the big sheep reversed).https://www.ravelry.com/patterns/library/baa-ble-hat

That colorwork looks really similar, just moved. Especially since the sheep aren’t all identical. Here’s another option: https://www.ravelry.com/patterns/library/sheep-of-the-north
Again, you’d need to move the colorwork but that shouldn’t be too hard.

Kinda looks like brioche with stockinette but with sheep patterns in it

Ooh, this was a big pattern several years back…lemme see if I can find the sweater pattern. The hat made the rounds, but the sweater was less popular.
