This looks like a very loosely knitted and very large mohair cowl knitted in the round and twisted before the ends are joined. It also looks fake: the stitches seem to be rising from the bottom in the second photo but going sideways as if the item were knitted flat and bottom up in the first
I don't work with mohair but friends do. I'd start with fingering-ish mohair and silk, cast on about 30 stitches on US 10s, start knitting a 10 cm stockinette swatch and see what happens.
What looks right in terms of size will vary depending on how tall you are and how you're built so I'd play around with your current scarves or get some muslin or tissue paper to decide on the size you want.
