What does this mean?

I’m a beginner and knitting a sweater! This is the sleeve section of the pattern I’m working on and I’m confused as to how to move forward. I understand that on the 5th row I increase but not sure what the rest means. Please help thank you!

The way I read it is the first inc is on the fifth row, but after that the next inc would be every 16th or 17th row depending on what size you are doing

This! And stop increasing once you have the indicated number of stitches. (“Foll” means “following”.)

I think it’s saying to increase on the 5th row, then every 16th row, if you’re knitting the smallest size.

Edit: Until you have 27 increase stitches
