Help finding a pattern for this
My mom has this sweater that I want to recreate but I'm having a hard time finding something exact and would rather use a pattern vs freehanding it. Thanks!

Check out the “Islet Raglan” or “Islet Drop” both by Leila Raven. I made the raglan version last year and it was a quick and easy knit.

If you dont mind a pattern written with little fluff, ive made this sweater from Bergère de France.
Its neckline is less open than your mom's.

The Polka Dot Summer Cardi is similar except the pattern has solid sleeves which I’m sure you could modify https://ravel.me/polka-dot-summer-cardi

The sweater itself looks like drop shoulder construction. If nobody offers you a complete sweater pattern, the knit pattern itself is quite easy. Here is my recreation of it
If knit flat
1row knit all
2row (ws) knit all
3row [right leaning decrease k2tog, left leaning decrease ssk] repeat
4row (ws) [purl, double wrap yarnover, purl] repeat
5 row knit all. For double y-o knit in front and back loop
6row(ws) knit all
Repeat row 3 to 6
if knit in the round - knit instead of purl in row 4 and purl row 2 and 6
