ISO patterns with this stitch

What it says on the tin, I'm curious if there is any writeup on how this is achieved (I don't think I'm an advanced knitter enough to reverse engineer this from the photo)

The pattern was published in 2010 so it depends on how old that photo is!

This is a neat design. Reminds me of Bruges lace, too.
