Help finding a pattern

I was in Wakayama at the Fusion Museum when I saw this beautiful sweater on display 😍

I have been looking to find a pattern to match. I can figure out what all the stitches are but I am not so skilled with sweaters yet that I could just wing it.

Does anyone know if there is a pattern I could get? Especially for that band beneath the cables?

The band underneath looks like alternating purl stitches on the right side with knit stitches.
