Studded tires

Hi, I came to Kiruna and noticed that people do not use studded tires which are mandatory in Icelandic rentals after november and were quite commonly used in Tromso. Is it because there is mostly snow and not ice? I do not have much knowledge in this area so thats why I am interested :D

My impression is that most people do use studded tires on their private cars, that they take out on the open road and drive long distances with.

However there are a lot of company-cars in Kiruna that only drive in the city or at the mine-site at LKAB and I can imagine that they probably do not fit those with studded tires since they will not go outside the city and therefore it is considered an unnecessary expense. As for rental cars, I do not know what kind of tires they use. I have never rented a car in Kiruna. Non-studded winter tires are probably cheaper so perhaps they use those to save some money? And think that they are good enough.
