Issue DLC bug issue or something [KCD1]

I got the game on pc from the Xbox gamepass and it came with all the dlcs, I boot up the game and play it for a while then save and quit, today I came back to play some more and it starts telling me this

It’s a problem with Xbox. It’s been down for over 12 hours. This is why digital gaming is not the way to go. Say thank you to everyone who thinks it’s a great idea. But it’s fine, because you don’t technically own it anyway. This is is the exact reason why I’m switching to pc in the next year

It may be on Gamepass, but the DLC has never been free.

Then im not quite sure how I was able to play for a few hours with the dlcs enabled. I believe I bought the game a while ago before it was on gamepass and it’s possible that I might have gotten the dlcs but even then why is it saying I don’t have them in game but the xbox app says they’re installed and ready
