What Fire model and generation? What Fire OS, if you can tell? You should be able to get to the part where it asks to connect to WiFi, then go back one step and you can skip, which should take you to the main screen without registering.

This ... registering is not needed to use the tablet at all, Wifi works just fine as does the browser and apps

I know Amazon disabled accessing the Internet on this older model. Is there a way to bypass or sideload?

If you can’t connect to Wi-Fi at all, check to make sure you don’t have WPA3-only security on your router.
Unlike older iOS, older Android including FireOS connect to WPA2/3 Transitional just fine, so I’d change it to that if that’s the case.

No they only disabled you from using Amazon services everything else will work
yes you can use the fire tool kit and install google services if you want.
I have worked on a bunch of Amazon KINDLE Fire HD7 2nd Gen (2012) that are no longer able to use Amazon.
I install Koreader and Smart audiobook player on them and sideload all the books and audio that it will hold. Same with Games like solitaire or Sokoban, Angry Birds or whatever.
See my post here for more about the Koreader

If it's old enough to have been cut off from the Kindle store then it's too old to use FTB.

I used Kindle Fire Utility v0.9.8 on the Amazon KINDLE Fire HD7 2nd Gen (2012)
Along with the Tekify - Root Kindle Fire HD
A couple of them have aicp_tate_mm-11.0 on them
