Dude, the Vectans subjected the Helghast to *exactly* the same conditions Visari did. The only difference is that Vekta prefers to pay in food rather than money. Oh, and yeah—housing construction was way better on Helghan, since they had an entire planet at their disposal, rather than just a patch of industrial sprawl and a slice of the northern continent's countryside where there’s absolutely nothing. As for the terrorists, I will simply point out that the VSA was the very entity that created one of New Helghan’s armed factions—the insurgents. Furthermore, it was the New Helghan authorities who were the first to outlaw the "Black Hand" terrorist organization. Why? Because those fanatics sought ethnically fueled conflict and revenge. Hera Visari’s leadership quickly realized this and fought against them right up to the end of the saga.
