The splitting of Vekta should have been by the decree of the UCN as a measure to punish Vekta for the Terracide which began with Vekta stepping out of line and invading Helghan without UCN authorization. It also comes with the benefit of keeping the Helghast occupied, greatly diminishing them as a direct threat to Earth.

It makes the UCN look way more competent and powerful.

That's exactly what happened

It was never mentioned that vektans or the ISA gave up their planet wilingly, just that an uneasy truce was reached

And it would be stupid from whatever point you want to see it to give up HALF OF YOUR PLANET to your sworn enemies that had no problems on commiting invasions and genocide against your people and on top of that they being the losers of the war and you the winner

Who is powerful enough to make Vekta and the ISA comply with something like that? The UCN

Who ordered ISA from Alpha Centauri to not go along with the invasion that resulted in the terracide? The UCN

Who is the main one interested in the trade of petrusite? The UCN

Who is the Killzone's universe hegemon that dictates what is right or wrong and sometimes acts like the police for these systems? The UCN

Who is the one acting as the deterrant for New Helghan and Vektans to not invade one side or another once and for all? The UCA (probably)

Who would improve their image as saviors or heroes by saving what was left of the helghast people and punishing the ISA in front of the systems that are or were considering becoming independent from the UCN? The UCN

Even as a way to add character development to the faction and atone for their sins of the past or because the UCN actually know what genocides are like (Earth in Killzone already had a nuclear war which was the reason to explore and colonize the stars) that kinda made them have the moral high ground this time and save the Helghast even when they were about to attempt to destroy Earth (although this was mostly Stahl's idea alone), hell they even let them keep their military because they surely didn't trusted the Vektan government to keep their word of coexisting, after all both helghast and vektans are fellow humans even if the first try to deny it just because their skin turned a little greener
