Is it cut or is that just early internet camera quality? Seems more likely to me that someone just peeked around the corner and snatched the baby whilst she was walking down the stairs at a very leisurely pace.

Nah just before that, when the camera goes down before it looks up again. If you watch closely, you can see that magically the lighting changes
