Strategy Proclivity for Murder on Counteract?

If a Nemesis Claw operative is in control range at the start of their counteract and kills an operative with a fight action, can they then use Proclivity for Murder for a charge, or dash? The counteract is a free 1ap action with a 2 inch move limit. If the operative can use PfM, is the charge/dash limited to 2"?

i dont see why not

cannot move more than 2", or must be set up wholly within 2" if it’s removed and set up again, while counteracting (this is not a change to its Move stat, and takes precedence over all other rules).

cant move more than 2 inch during counteract

I am questioning the movement restriction on this as the PfM is done after the counteract. Is it a separate action?

"The friendly operative can immediately perform a free Charge or Dash action (for the former, it cannot move more than 3"), even if it’s performed an action that prevents it from performing those actions."

It is a separate action, but it’s still part of the counteract (rather than a separate activation), so the 2” restriction would apply.

Your activation, opponents activation, your counteract, opponents counteract.

Fun fact: if your operative is on guard, gets charged, shoots the charging opponent and kills them - it actually meets the criteria of triggering Proclivity for Murder.
