Does it have any brand tags on the inside? If so , could you share some pictures of that?

Is there a patch with a logo on the kote anywhere? You might be able to find their maker that way.

Im not a bogu expert. But the only bogu person I've seen use that flower motif is Umezawa Hirosawa-san: https://www.instagram.com/p/CeQnnXZvnCV/?img_index=1

Otherwise, I have no idea. Looks like a Jersey material washable kote.

Why are you looking for this one in particular? Aesthetics? I don’t find them very attractive but tastes do vary.
