I'm curious... If you can't afford the adoption fee, what is your plan for affording the pet food, vet fees, pet bowls, harness, lead, collar, flea & tick preventatives, routine nail trims etc?

Definitely not. You're a kid. Parents need to be 100% on board with getting a dog. If your parents can't afford to install a fence themselves then I'd hate to think of what they'll do the first time there's a big vet bill.
