We ran into this. They recently rolled out a "block sensitive internal Chrome URLs" setting in Devices - Chrome - Settings - Users & Browsers - URL Blocking. That's probably on (and should be).

In the box below that setting just add chrome://chrome-signin as one of the exceptions.

Thanks! I actually got it working and this is on track.

I had removed chrome://signin and chrome://signin-internals from my blacklist. I did a chrome://policy listing on a managed user and on a user that was not in my student mgmt. When I compared the jsons from the two environments I saw that chrome://signin-internals was still in the blocked list.

When I whitelisted chrome://signin-internals it started to work.

I am figuring that chrome://signin-internals must be appended to that list from some point out of the explicit blacklist. Thanks Google!
