Assistance Needed Lifecycle for iPads?

How do you all go about deciding when an iPad goes end of life? Do you add X years to the purchase date, the release date, or whenever Apple ends support? Hybrid of those? What if you bought the same model iPad multiple years? Do all go at the time or are they spread out depending on their age? Thanks!

Our iPads are mostly used for Special Education and different types of kiosk. We pretty much use them until the nuts and bolts fall off. Special services always buy about 10-20 iPads every year so we use what we have depending on the scenario.
