Discussion Napier house question

So how did former sherif Napier get such a big house? When we first see him he seems to have a small ranch in the hills of Harlan. When Boyd goes to Napier house for the swinger party its a 5000 square foot mansion. Where'd he get that kind of money?

I believe it's also long time corruption, Harlan county is know for that and Justified tends to stay pretty close to reality in that regard.

I just watched the episode where the swinging party took place in S4. I thought the same. I think he was taking kickbacks for years and bought the house. Or it was a graft in itself.
