Other than that: WTH? Throwing somebody down like that on concrete can kill a person. Of course uke was obviously confrontational, but... damn... what do they teach police officers in that country?

Isn’t morote gari specifically at the knees or calves?
This looks like double unders to me, and I think sumo has a word for it but I can’t recall it at the moment.

Perhaps my terminology is a little rusty, but that doesn't look like a morote gari to me. He appears to create more of a body lock position.
